Plugin advice

  Hello, looking for advice on the best WP plugin to use to connect different users and roles:
  What I am trying to do is the following:

  User 1 = customer. Can login and create tasks with postcode being the unique identifier
  Users 2 & 3 register profiles (need different registration forms) and connect with User 1 and complete the task based on postcode
  Users 2& 3 can comment and send photos to User 1
  User 1 pays Users 2 & 3 prior to task completion
  User 1 can provide a star rating based on the service of Users 2 & 3

  Any help is appreciated as am finding it very time consuming trying plugins that dont do as required. Am about to trial Magic Registration but need to upgrade at a cost of $100 which I am happy to do if it works and does what I need it to do.
