  1. Where is the “plugin” option on my site?
  2. My newly created site can be the primary?

  Hello!

  1) WordPress.com doesn’t have a Plugins tab because many of the features of popular plugins are already built into the service –

  Plugins

  As the above guide says, you cannot upload third party plugins to WordPress.com.

  2) You no longer need to set a blog as ‘Primary’, as all your blogs can be found from your My Sites page –

  https://wordpress.com/sites

  And all your blogs can be posted to directly via the new global New Post screen –

  https://wordpress.com/post/
