  If wordpress is used with xampp server, then can i install plugin and upload new themes.

  The blog I need help with is: (visible only to logged in users)

  That site is hosted by WordPress.COM on our servers.

  Blogger installed plugins and third party or custom themes cannot be used on WordPress.COM hosted sites unless you have a Business Plan.
