Plugin doesn't show in my dashboard.

I have a wordpress website hosted on hostgator, and in my dashboard, there is no plugin section exists. All tutorial shows that there is a “plugin” section under “Appearance” section, but in my dashboard, there is not. Could you tell me how I can solve this?
FYI- I have an admin access, and I am using Canard theme.
Hostgator helpdesk told me that missing “Plugin” might have something to do with the theme, and I should contact wordpress.https://ayakoish.wordpress.com/wp-admin/

Are you using wordpress.com or wordpress.org? WordPress.com sites cannot run plugins, whereas wordpress.org sites can.

I wanted to improve SEO and I was planning to introduce SEO plug-ins. My website is new and googlebot might not really be crawling. Do you know whether there’s anything I can do to improve SEO without plug-ins? If you know of articles that talks about it, I really appreciate it. -
