  I really need to download a plugin for setting a gif as my featured image, but WordPress.com doesn’t let us browse or instal any.

  While WordPress.com offers a lot of plugin functionality, you cannot add your own plugins or themes; this is only available on the self-hosted version of WordPress.org.
