  You can’t install plugins on the Free Plan. To do so you must upgrade to the Business Plan.

  WordPress.com are already hosted websites, you don’t need to pay for hosting, or manage a web server. You can instead focus on creating wonderful content by just selecting an available plan and start building your website.

  While on the other hand WordPress.org is self-hosted version of WordPress it also requires you to have some technical knowledge and places more responsibility on you to maintain the website and hosting.
