Plugin failing to install/update after update failure

I tried to update the WooCommerce plugin and it failed to update and wont let me reinstall it. I tried completely deleted it and reinstalling but it says its already downloaded or an inactivity timeout shows while downloading.

If you are using the standalone WordPress (org) software on 3rd party hosting and using the paid woocommerce extension or have a WordPress.com Business plan upgrade, you can open a support ticket at https://woocommerce.com/my-account/create-a-ticket/ Otherwise, you can post to the WordPress.org WooCommerce forum: https://wordpress.org/support/plugin/woocommerce
Just to clarify, this support forum assists users of WordPressdotcom hosted sites and the guidance provided here may not be relevant to DIY WordPress.org sites hosted with an external hosting provider (e.g. Bluehost, GoDaddy, etc.). https://en.support.wordpress.com/com-vs-org/
