Hi littlemart,
Custom plugins are not allowed on WordPress.com due to a variety of reasons.
However, there is a lot of the functionality of the most popular plugins built in, as this support doc outlines:
Custom domains are included as part of WordPress.com paid plans, as are additional customisation and storage options:
https://wordpress.com/pricing/
If your site really requires a custom plugin function that WordPress.com doesn’t support at present, you can export your site content to a self-hosted WordPress.org site.
You can learn more about the self-hosted version of WordPress at http://wordpress.org/ and you can find a list of recommended hosts at http://get.wp.com/hosting/.
Let me know if there’s anything else I can help you with.

hi Cobalteye,
Even if i purchase the personal plan from wordpress and also purchase a domain eg with littlemart.org, I still cannot have customer plugin? What actually i need now is a plugin that can move the comment around. Often is mess when comment was posted not in the right pages so can be pretty messy…..

Yes, that is correct.
Comments on WordPress.com sites can be managed and edited:
https://en.support.wordpress.com/manage-comments/
But, I don’t believe they can’t be moved from the page/ post they are originally posted on!

I have read the link also n even try to figure out if there is move/copy function but unfortunate there isn’t.
How hope this feature is embedded inside the default plugin.
It could be a pain to migrate to WordPress.org as I have many pages with link still using the WordPress.com
