Plugin feature missing (self-hosting)

I signed up for wordpress using wordpress.com, but realized I needed plugin functionality The tab wasn’t appearing in my admin sidebar, so I figured it (the tab) was disabled because of the free wordpress hosting. I migrated to a different webhost and installed wordpress but the plugin tab is still missing. Do I need to upgrade through wordpress (to wordpress.org) or will I never be able to use wordpress plugins?
Visiting http://www.mywebsite.com/wp-admin/plugins.php produces a blank page.
Please keep in mind my knowledge of coding is limited, but I can follow instructions well enough.
