  Are you referring to the cookie notice appearing on that site? That appears automatically on all WordPress.com sites that have ads enabled, as those are the only optional cookies used on WordPress.com that someone can opt-out of.

  If you don’t see that notice on sites in your account, it’s because that notice is not necessary.
