Hi, is there perhaps such a plugin in which user could generate a request (like perhaps a contact form type of request) and admin/manager could review the request and make an offer which later could be paid by user?

An alternative would be utilizing the Premium content block:

Can you expand a bit on what you mean by “request”? To point you to the best solution, we really need more details on what the actual problem is you’re trying to solve :)
@anastas10s, the premium content block is used to publish content behind a paywall, i.e. content that is only visible to people who have bought a subscription to the site. What the OP describes sounds like a type of business transaction, and the premium content block would not help with that. -

this is how I imagine it working:
1. Client comes to the page, sees sort of like a form where he enters:
Name, email, link to product (amazon, ebay, etc…)
2. Page admin/manager checks his form request, calculates his price for certain product and sends that person an email with link to the offer.
3. User opens URL and is able to pay via paypal or whatever service, the set amount by the admin/manager.That’s it. From there I would just make an API post request to set order to another service but that doesn’t really matter in this context.

Hmm, I’m thinking you don’t really need a plugin if you will manually review each request.
You could create a contact form, and have a product page ready to send the URL in the reply.
For that product page, you could use Payments block, but if you’d rather have a complete store with a shopping cart, etc., you can check out WooCommerce.If you decide to use plugins, you’d need plan Business or eCommerce:

Thanks for your input fresatomica, but every single offer would have a different price, I doubt it would be easy to set different pages/prices every time with payment blocks.

It sounds like WooCommerce will work best for what you are looking for then. We have the Request a quote plugin where you can specify products and create a form:
Display a quote button on selected products to let customers add products to a quote basket just like they add products to the cart and submit the quotation by filling a simple quote form

There is an option for a description box where the client can add their link:
