Most popular plug in functionality is already available on WordPress.com automatically.

I just want to install WooCommerce. But I found that my plugin button is not work.
I am using wordpress free version and they ask me to upgrade after I click the plugin button.
Is that any limitation for free account?

Firstly, us users, can’t install any plugins.
WordPress.com recently acquired Woo Commerce plugin but they haven’t yet made it available to users. I imagine it will soon be offered, just not as yet.
If you like to consider other eCommerce options for your WordPress.com blog, here are some available for Business plan users: https://en.support.wordpress.com/ecommerce/
If you are particular about Woo Commerce, you should either wait until it is available for WordPress.com or use it with your self-hosted blog.

OR do they only allow this on my WP.org site?

Plugins can’t be added to WordPress.com regardless of the plan. Most popular plugins are already available automatically.
If there is some plugin that you must have on your site, then you should consider self-hosted WordPress (also known as WP.org) site.
