Plugin for uploading photos

Hello,
I’m holding a photo contest, which will be based on a wordpress blog (which then likely will have more competitions like that). What is the best way so:
- participants publish the pictures on a page on the blog
- prevent publication of more than one photo per user (for example, an upload form with email/Personal ID/etc.)
- publication via email (for a given email address)
- submit photos into albums, by contest
