  Hi,

  I wann to install a new plugin but I can not find the plugin button. I have a free blog, maybe that is why I can not install plugin, am I right?

  That is right, you cannot install plugins. There is no paid upgrade on a WP.com blog that lets you install plugins.

  If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install. WordPress.org offers free software that you can install on a web server. You can upload and install themes and plugins, run ads, conduct ecommerce and edit the database.   There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.
