Hello!
I would like to install IntenseDebate on my blog but I don’t have Plugin button in Dashboard. Is there any other ways, how to attach this program to my blog? The blog I need help with is: (visible only to logged in users)

I believe you are confused. All free hosted wordpress.com blogs like the one linked to your username have built in commenting systems. intensedebate is ONLY for wordpress.org self hosted installs.
Also note that there is no FTP access to free hosted wordpress.COM blogs. We cannot uplaod plugins into them.
So you clearly understand the differences between free hosted wordpress.COM blogs and wordpress.ORG installs for self hosting please read > http://support.wordpress.com/com-vs-org/

You might also review the Terms of Service:

If you wish to purchase a domain and domain mapping please see here > http://en.support.wordpress.com/domain-mapping/
Also note this warning:
Before Upgrading – Important Notes
Same Rules Apply – The Domain Mapping Upgrade does not enable the permission to use advertising, any kind of prohibited code, or upload additional themes or plugins. With the upgrade, your blog will still be hosted here at WordPress.com, which means that you will not have FTP access to your files and you will still be required to abide by our Terms of Service. -
To use plugins, you have to self-host your blog on a third-party hosting service such as godaddy, bluehost, etc. Figure an average combined total monthly cost of around $10 to $25 per month depending on bandwidth and storage requirements.
You will then be responsible for all installations, all upgrades, all backups and all troubleshooting. If anything goes wrong, you will have to figure it out and fix it.
BACKUPS! Can’t emphasis how important it is to do complete backups, including the database, regularly. Seriously, this is very important.

Buying the custom domain does not exempt you from the terms of service. You need a completely independent install.

I just discovered I have an Intense Debate account. I didn’t sign up for it. Is this something that’s done automatically with another service, like Gravatar?
Thank you.

All wordpress blogs come with built-in commenting systems. intensedevate is an external commenting system. It cannot be installed on free hosted wordpress.com blogs — period. When we are logged into wordpress.com and leave comments on blogs that use intensedebate an account is created because wordpress.com (Automattic) owns intensedebate. -
You also may have registered to comment on some external blog and it was using Intense Debate. Sometimes it doesn’t LOOK like Intense Debate.
