  Hi, I am a newbie at WordPress.Com hosting, My question is that How can I Installed Plugin in Free Plan WordPress Hosting. And the second is that how can I submit the site map in Google Search Console as well.

  You Can’t install Plugin in Free Plan, You need to upgrade your plan in order to install Plugin,

  Free plans can’t install plugins above the ones pre-loaded. You’d need a Business plan to add your own plugins.
  As for Google see https://wordpress.com/support/webmaster-tools/#google-search-console
