Plugin installation problem

  I am not finding where is “wp-content/plugins” directory. I checked all left side options like Post, comments, appearance etc.. Is plugins only available for paid users?

  The blog I need help with is: (visible only to logged in users)

  Plugins are for self-hosted blogs using the software from wordpress.ORG. Plugins are not allowed on wordpress.COM blogs for security reasons.
