We don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org.
However, we do have some really cool widgets. Perhaps one of those might meet your needs?

was a plugin side bar link offered at one time in the past, but was discontinued? If so can you give instructions on how to get to dashboard on wordpress.org where plugins are allowed?

WordPress.ORG does not host blogs. It is where the wordpress software is distributed and supported.
What you would need to do is to register a domain name, hire a web host such as godaddy, bluehost, etc., install and configure the software from wordpress.ORG and then you could use plugins on that blog. Figure an average total monthly cost of around $10 to $25.
You will be responsible for all installations, all upgrades, all backups and all troubleshooting. If something goes wrong, you will have to figure it out and fix it.
If you go self-hosted, backup, backup, backup. Cannot stress how important that is, and backup the entire installation including the database.

And as far as I know (been here about 4 years) plugins have never been allowed here at wordpress.COM.

You will have to install wordpress over at hostgator on your web hosting account there. You need to look through the “docs” section over at wordpress.ORG. There is installation and getting started stuff over there. We can’t help you here with a wordpress.ORG installation.
