then how would i alter and why does it say i can
do i basically have to build a website from scratch in its html css option

if you purchase the Custom Design upgrade, as auxclass said, you can change the CSS on your site, use Custom fonts and colors.

Every WordPress.com site is themed out of the box. You cannot edit the underlying HTML or PHP, but you can change your site’s appearance with CSS. You also have access to over 200+ free and premium themes.

No, you shouldn’t lose anything.
I did note that you have a Store link in your site menu. WordPress.com is not really built for e-commerce and you’d have to have at least an Enterprise upgrade (US$500/month) to have access to any kind of shopping cart. What you can do is link to an off-site selling site, such as e-bay, to handle transactions.
