  Hi, I cannot find the Plugin menu in my dashboard. Although it is clear from your screenshots that I should see it under Appearance. Please help.

  Hi there,
  Whatever you are looking at is an image of a WordPress.ORG interface and not a WordPress.COM interface. The two are not the same. http://support.wordpress.com/com-vs-org/

  There is no FTP access and no blogger installed plugin capability on free hosted WordPress.com blogs.

  http://en.support.wordpress.com/plugins/

  There is no upgrade you can purchase here that provides FTP access and the ability to install plugins and or any third party themes. If you want FTP access and to install plugins or third party themes then you will have to hire a web host and set up your own WordPress.org install.
