We do not have plugins on WordPress.com. However, we try to incorporate most of the popular functionality within the features of the platform.

What kind of plugin were you wanting to upload?

    Hi there,

We don’t have qTranslate available here at WordPress.com, but we do have tips for creating a multilingual site here: Set Up a Multilingual Blog

If you need more advanced options like with the qTranslate plugin, you may be interested in setting up a self-hosted WordPress site with the WordPress.org software. We have more details about the difference between WordPress.org and WordPress.com here: WordPress.com and WordPress.org

Please let me know if you have any questions about that. :)
