Plugin Menu Missing?

  Trying to install the Google Analytics plugin and can’t find the appropriate menu. Where is my plugin menu? All the tutorials I’ve found including one here https://wordpress.org/plugins/google-analytics-for-wordpress/installation/ say to use the plugin menu, but I can’t find it on my blog. Is this a premium feature?

  Where is my plugin menu?

  WordPress.com users won’t find a Plugins tab in the Dashboard.
