Plugin menu missing

Hi. Attempting to upload the ‘seriously simply podcasting’ plug and, well, it’s anything but, as there is no plugin menu in my settings folder as the installation WordPress screen says I need. Any help would be most appreciated.

There is no FTP access https://en.support.wordpress.com/ftp-access/ and no blogger installed plugin capability. There never has been as blogger installed plugins are not permitted here at WordPress.com for various security reasons. No upgrade changes that reality. https://en.support.wordpress.com/plugins/

As you are referring to a site that is not hosted here, if you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right-hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.
