Plugin menu not working

Very recently, the dropdown menu that is supposed to show up when hovering over the ‘plugins’ tab has stopped showing up. Clicking it brings me to my currently installed plugins, with no ability to search for now ones or add a new one i have downloaded.
Its like the tab itself is not working.
