Plugin Menu Option

I recently upgraded my blog to Premium and am interested in installing third party plugins. I have scoured FAQs, tutorials, and help pages…but it seems that something is amiss.
There is no Plugins menu option, as WordPress help page suggests: http://codex.wordpress.org/File:pluginadd.png

What am I missing? How do I go about installing a third party plugin such as NextScripts: Social Networks Auto-Poster (http://wordpress.org/plugins/social-networks-auto-poster-facebook-twitter-g/)

We do not allow users to install third-party plugins for security and performance reasons.
We do however include a feature called Publicize that will post your content automatically to social media sites such as Facebook and Twitter:

I think I’ve identified the point of confusion. It seems WordPress.com is a blogging platform targeted at a general audience…while the software associated with WordPress.org caters to the more technical crowd. Is that a correct assessment?
In terms of functionality, I would like to use Google Analytics so that I can keep all of my traffic analytics in one place.
Finally, where should I start to learn more about WordPress.org software?

Still a bit confused. I took a second look at the Publicize link that you provided and noticed that the screenshot shown makes mention of one of the plugins available on WordPress.org (Jetpack).
It looks like the Jetpack text in the image is referring to the Facebook username?
So to be clear, plugins are available for blogs made with WordPress.org software…but they are not available to WordPress.com blogs.
Are plugins, such as Jetpack for WordPress, third party or in-house? How can I tell the difference?

There are pros and cons to both the hosted version of WordPress on WordPress.com and a self-hosted version, and which is better isn’t really based on levels of technical ability but on what you want to do.
WordPress.com offers unlimited free sites with a lot of built-in functionality, and no need for security and backup plugins, and the most up to date version of WordPress. We also have free support. However, we do not allow users to upload plugins or themes, or modify the underlying files. With our upgrades, you can modify the CSS, increase space from 3GB, upload videos (with unlimited bandwidth) and more, all for less than most other hosting providers charge for a basic site.
You can download the software from WordPress.org and get more flexibility for modifications, but there are more costs and maintenance responsibilities.
Jetpack is a plugin for self-hosted sites that brings over a lot of the power and functionality of WordPress.com.

You’re welcome!
To be honest, for a website for a graduate student organization, I think WordPress.com is a better solution, because it will be easier to maintain and hand off to someone else in the future, among other things.
