  in plugin section I am not able to get plugin uploads so that i can not add the advertise code on my blog please guide me

  You can’t use plugins on the wordpress.com platform without upgrading to our WordPress Pro Plan, https://wordpress.com/pricing/

  To use plugins on WordPress.com, and also to add advertising to your site, both require an upgrade to our Pro plan:

  Keep in mind that on that plan you have access to our WordAds advertising program, so you don’t need a separate plugin to add ads to your site :)
