Hello. As far as I’m aware, WordPress plugins are only available on the self-hosted version of WordPress. Please see here for more info: https://en.support.wordpress.com/com-vs-org/
Thanks,

So this means I’ll have to go for premium. I mean to say that I’ve to buy the domain, right?

No. There is no such install plugins tab/button on any WordPress.COM hosted blogs now and there never has been one. There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

http://en.support.wordpress.com/plugins/If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install. WordPress.org offers free software that you can install on a web server. You can upload and install themes and plugins, run ads, conduct ecommerce and edit the database. Learn about the differences here. http://support.wordpress.com/com-vs-org/ For web hosting see http://wordpress.org/hosting/

Hi. If you’d like to get the “Plugins” column on your site’s wp-admin page, you’ll have to go self-hosted and use the open source WordPress.org.
As galois has shown, there are a limited amount of plugins available on WordPress.com.
Thanks,
