Plugin option missing in Dashboard?

can any one Please Fix may Issue in wordpress
1. Plugin option is missing in my dashboard
2. same way i didn’t found new version to update
3. no Upload options in themes to upload website
The blog I need help with is: (visible only to logged in users)

1. That option never existed on blogs hosted by WordPress.com.
In other words, You can’t add plugins on WordPress.com
But they include the most popular plugin functionality within our sites automatically:

You are confusing between WordPress.com & WordPress.org: see the differences

Thank you for your help. It does show that the plugins are available for wordpress.com… but it doesnt say how to use them? I am trying to integrate this site with pushpress.com which has a plug in on wordpress.. I just have 0 freaking idea how to make it work.

Plugins are available ONLY for WordPress.ORG software installs on paid hosting.

You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting. There is no FTP access https://en.support.wordpress.com/ftp-access/ and no blogger installed plugin capability. There never has been as blogger installed plugin capability here as they are not permitted here at WordPress.com for various security reasons. No upgrade changes that reality.
