Plugin Option Not in My Dashboard

Hello!
I recently created an ad unit with Google AdSense, but I am unable to add my code into my Plugin because I don’t seem to have the Plugin option in my Dashboard. Is this something I need to upgrade in order to see or does my blog just not have this capability? Please help! Thanks!!

WOAH! You can’t set up Google Adsense on a WordPress.COM blog. There is no blogger initiated advertising and/or paid or sponsored content allowed on WordPress.com blogs, and no upgrade you can purchase to change that reality.

There are no restrictions on advertising if you setup a self-hosted WordPress.org blog instead of a WordPress.com blog, but there are some added responsibilities. I don’t seem to have the Plugin option in my Dashboard
There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.com blogs.

If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install. -
