Hi there,
The reason that the plugin option isn’t visible under your menu is because it is not possible to install third party plugins on WordPress.com. Plugins can only be installed on self-hosted WordPress.org blogs. If you are wondering how WordPress.com differs from WordPress.org, this support article explains the distinction:
WordPress.com has a lot of built-in features that were inspired by popular plugins. Chances are, what you are looking for is already there! You can search our support site via this link:

Hey, no problem!
Yes, you would be able to use a host such as HostGator. There are some examples of hosts here:
If you decide to move to a self-hosted WordPress.org instance, then this guide will take you through the process:

As we only support blogs hosted here at WordPress.com, all issues with the new blog–including the importing of the file–must be taken to the WordPress.org support community:
If youd like assistance moving your WordPress.com blog to WordPress.org, we have a service called Guided Transfer that does all the work for you. Check it out to see if its right for you:

Another option you might want to consider is a theme more laid out for in-line comments in a forum style. The P2 Theme is a great alternative for this. Take a look! It’s a free theme on WordPress.com
I hope this helps, let me know if you have any other questions!
