Plugin option unavailable

I’ve been trying to enable the plugin option in my admin menu but I can’t find out how to do this; everywhere that has explained how to enable this has mentioned it is under settings then menu settings; however I don’t seem to have this option. Is it because my theme is free? If I upgrade to premium will I be allowed to install plugins? My theme is ‘gateway’ if that’s any help.

Plugins can’t be installed on a WordPress.com hosted site, but a lot of plug-in functionality is already built in: http://en.support.wordpress.com/plugins/
Plugins can be used on a self-hosted installation of WordPress, which is what was used in the examples or or tutorials you were talking about. That involves registering a domain, buying hosting, and setting up a site using the free software from WordPress.org: https://wordpress.org/
