Plugin question

  I can’t figure out where to access the plugins page. All the tutorial videos I watch show it directly under “Appearance” in my Dashboard… but it doesn’t show up there.

  Plugins are a feature of self-hosted WordPress blogs, and can’t be used for blogs hosted here at WordPress.com.
