Plugin Section Gone WordPress.org Download Help

I can’t find the plugin section in the blog menu. I have been through every plugin forum on the WordPress Platform and wordpress.org and they all refer to packages of .txt documtents I don’t understand! Like: All-in-one-favicon.zip etc. I am also referred to the WORDPRESS.ORG Download. When I download it all I can find is files I can’t open and txt files I don’t understand! Please Help!

There is no FTP access to free hosted WordPress.com blogs and we bloggers cannot install any plugins.
