Plugin Sub-panel missing?!?

  I’m trying to add plugins to my blog. I found a set of instructions that tells me to go to my plugin subpanel. However, I do not have a plugin subpanel and I cannot for the life of me find instructions on how to add it if it is missing. According to the screenshot it should appear right below appearance, but it doesn’t exist in either of my blog dashboards…

  Please help!

  The site linked to your username is not a wordpress.COM blog. If you are talking about a blog hosted here on wordpress.COM, please provide the blog address.

  We cannot use plugins at wordpress.COM. A quick search of the support pages for “plugins” brought this: http://support.wordpress.com/plugins/ .
