  I dont have the plugin tab in my admin panel. Do I have to pay or upgrade to get this feature?

  There is no plugin tab at WordPress.com, and no upgrade offers this. Please read this thread:

  So does that mean no slideshows no polls etc.?

  Not at all. It means you’ve got to do an FAQ and forum search to find the approved slideshow and poll formats. There are many.
