FTP access and plugins are only for VIP bloggers http://vip.wordpress.com/our-services/ or for those with WordPress.ORG installs. This is not new. It’s the way it’s always been.
There is no FTP access to our free hosted WordPress.com blogs and we bloggers cannot install plugins.

http://en.support.wordpress.com/plugins/If you must have plugins then you have to hire a web host and set up your own WordPress.org install. Read the comparison here please > http://support.wordpress.com/com-vs-org/
Which plugin are you interested in? We may have a widget or workaround that will work for you.

P.S. Bumping a thread after waiting only 2 minutes on any technical support forum is entirely inappropriate and unacceptable. On most support forums it takes between 12 – 24 hours to get a first response to any thread you post.

Sorry about bumping the thread. I am new to this and did not realize what I was doing. What I am trying to get it a way to put a paypal button on the site. I tried using the paypal button builder and when I put the code in the text section of the page it does not hold the button code.

There is only one advertising program called WordAds at WordPress.com and it’s for blogs on their own domains. Aside from a blog being accepted into WordAds http://www.wordads.co/ no blogger initiated advertising, retailing or reselling the work or products created or services provided by anyone other than yourself is allowed on free hosted wordpress.com blogs. E-commerce transactions via shopping carts and the like cannot be conducted on free blogs from and being free hosted by WordPress.com. Paid content and/or sponsored content is not allowed.

http://en.wordpress.com/tos/On free hosted WordPress.com blog we can use a contact form and/or a PayPal donation button for sale of only products or services created or provided by ourselves.
http://en.support.wordpress.com/paypal/
http://en.support.wordpress.com/contact-form/There is no upgrade you can purchase from WordPress.com that changes any of that. If you do require an ecommerce site, advertising, affiliate links, paid or sponsored content you can hire a web host and get a free software install from http://wordpress.org

Thank you for the information. I will get a web host. When I do can I then transfer the work I have already done on my site to the web host?
