Hello there!
WordPress.com doesn’t allow the use of plugins on its platform, that is why you can’t see the tab on your Dashboard.
However, there are many built-in plugin functions included in WordPress.com (you can see them here). What’s the specific feature you were looking for in a plugin? I can help you find the same function within the WordPress.com platform, without the help of any plugins :)
Plugins are allow on self-hosted sites using the WordPress.org software. The two WordPress have got many differences although they may look similar. Here’s a clear prospect of all the main differences between them: http://en.support.wordpress.com/com-vs-org.
Hope this is useful! Feel free to let me know if there’s anything else you need and I’ll be happy to help. Cheers!

i want a signup and login button for users on my site can you guide me for this i am new on wordpress
Thanks -
No problem! You’ve got widgets for that!
To signup to your website, you can use the Follow Blog widget, which allows your readers to follow the site via email.
The users who want to interact and comment on your website can login on the comment box to leave a message, so they shouldn’t need a login button, as the login button will make them access to the backend of the website. Do you need this login feature for editors and authors?
You can access your widget area from Dashboard>Appearance>Widgets. Here’s the direct link to this page – you need to be logged in with your username and password to access it: https://internetearningsite.wordpress.com/wp-admin/widgets.php
Here’s a bit more info about widgets and how to access them:
