Plugin Tab/Menu not visible in my Control Panel

I am new to wordpress. I need to install a plugin but I cannot find Plugin Tab/Menu under my control panel to install a new plugin.
I have already seen http://codex.wordpress.org/Managing_Plugins.
But it does not help me as plugin tab on the left navigation menu itself is missing. Can any one help me to fix this.

Our blogs here do not have plugins. Why don’t you tell us what you want to accomplish and we can tell you how to get it done on your blog here?

I was tyring to install pastebin plugin. I need to put some PLSQL script into my blog and I wanted it to be properly formatted. using ‘code’ tags I am not able to achieve this. So I was checking for plugin. Let me know if there is any alternate way to achieve this.
