Plugin that performs similar to mail merge functionality

looking to see if there is an existing plugin to perform the following:
based on key in a query string (i.e. domain.com/?key=xyz) the visitor will see different content snippets similar to mail merge. The parameters to be retrieved based on the key value shall reside in a db table (edited by admin) and the key value is carried throughout the site for that session.
So if the user types …?key=xyz, they may see on the contact page one state (i.e. GA) and if the type ?key=mno they will see another state (i.e. NY).
Any guidance to a plugin with exact functionality or similar would be appreciated. -
