Plugin to create other blogs, is there anything like it ?!

  I was wondering, is there any plugin that i can install on my blog that automatically create other blogs, just like wordpress.com ?!?

  So the users can create blogs with adresses like: http://www.plenigle.com/user/ or http://www.user.plenigle.com ?!?

  You are at wordpress.com, where we can’t use plugins. I think you meant to be at wordpress.org.
