Wondering if I can upload the plugin I downloaded from wordpress plugin page as a free user? I cannot see this function on my admin page. Additionally is there a trial for premium functions available? Apologies in advance if these questions are basic

That’s not possible on any site hosted by wordpress.COM, regardless of upgrades.
WordPress.com blogs have built-in plugins only.
You are confusing wordpress.COM hosted blogs and wordpress.ORG installs on paid hosting.
Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.
For that type of functionality, you’d need a self-hosted WordPress.ORG software install running on a paid web hosting service.
