Hello. I would like to know if I can get plugsin with my free plan or not. Also I am creating a website for Japanese. Should I open my account through WordPress japan? I live in the US. Please let me know. Thanks!

You’ve already got an account here so I don’t think you need another account. If you haven’t done already you can change your site’s language to 日本語 Japanese at “Settings”.
Adding your own plugins is a feature only available by upgrading to a Business plan.
