  but i can’t upload any plugin or add css style ,

  The site you mentioned was created under a different account than the one you’re reaching us from, you’ll want to log out and log in to the correct account to be able to manage it.

  In any case, bear in mind that you’ll be able to add custom CSS on plan Premium and installing plugins is possible on plan Business. You won’t be able to do either of those on plan Personal.
