Hello
I see that if you have a hosting from another you can download plugins and use them in WordPress. How can i not use any in wordpress itself without upgrading the plan.

Using WordPress on another provider is different from hosting the site with us at WordPress.com. On other hosts, you are using what’s called a self-hosted WordPress.org site. While you do get the ability to install plugins without any specific plans with other hosts, you are also responsible for the software security/update and related maintenance.
The hosting plan you purchase with another host may also not include some advanced features that you get with us at WordPress.com (such as real-time automatic backups, SFTP, SSH access, and so on).

With the WordPress.com Business plan, you get all the advanced hosting features with the ability to install plugins and third-party themes. We also include many features on lower plans that you can access without necessarily needing to install a plugin.
