    Plugins are created by third-party developers and are not made by WordPress.com. You can install almost any plugin available, with a few exceptions for security and server reasons. All plugins in the plugin gallery are free to install, but the developers who make them may charge an additional fee for extra features or services.

    I am not aware of any plugin that could add this functionality, as it would be limited by browsers and the Windows operating system. Furthermore, a plugin like this would more than likely be restricted due to the potential for misuse.

    If you are looking to provide a software experience on Windows for visitors, I would recommend providing a download link so that installing and running the executable is transparent and intentional. Note that distributing malware is against our Terms Of Service.
