  Why do I need to upgrade my plan from starter to creator to be able to use google site kit which is free?

  WP.com: Yes
  Jetpack: No
  Correct account: Yes

  This nothing to do with the fact that plugin is for free. There is no way round but if you want to use a third party plugin, free or paid, on the wordpress.com platform, you must upgrade to the creator plan
