Why when self host cant i use the plugin tab, the site is as important as any hosted site?
The blog I need help with is: (visible only to logged in users)

WordPress.org installs are stand alone installations. If you upload a bad plugin on a self hosted install the only risk is to that single site.
WordPress.com blogs over 35 million are all on the same blogging platform. The blogs share a common architecture. Once incidence of bad script could bring down many blogs.

There is no FTP access to WordPress.com free hosted blogs. We bloggers cannot install any plugins. Those are for WordPress.ORG installs which run on different software.
