  I am trying to install a Mingle Forum on this blog and I can’t find Plugins under Appearance. I am following along with a Youtube Video http://www.youtube.com/watch?v=t66BST_kU6g
  and I can’t find the right links. Do I need to upgrade my version of WordPress to use plugins? How do I do that?

  No, there is no upgrade for a WordPress.com blog that allows you to use plugins. Plugins are for WordPress.org blogs only, the ones with paid hosting. http://en.support.wordpress.com/plugins/

  You either have WordPress.com or hosting, you can’t have both!

  Sorry , I didin´t explain well, I have my domain “myproject”.com register and hosting in WordPress and I cannot find plugin un apparence dashboard. I want to install visual composer in it. Thanks a lot

  You cannot upload plugins on WordPress.com. For that you need a self-hosted WordPress.org site.

  Thank you, I learn now that was an error buy all in wordpress…. I didin´t know that I can put in in another hosting wp system. Best
