  I would like to use the WOW slider plugin for our site.

  Hi, plugins aren’t actually allowed on wordpress.COM sites, which yours is. This is because it is a security issue, since they can’t have us uploading things. Only VIP Enterprise users (who pay a few hundred dollars a month) have limited plugins. Most plugins are already available as widgets or work-arounds.

  The WOW slider, I assume is like a slideshow of images? You can add slideshow using the information found here: http://en.support.wordpress.com/images/gallery/#adding-a-gallery-or-slideshow and here: http://en.support.wordpress.com/slideshows/
