plugins?

  I would like to install a code-formatting plugin for my blog, and am trying to follow the directions on http://codex.wordpress.org/Managing_Plugins, however, I don’t have a “Plugins” link on my dashboard…how do I get to this functionality?

  The blog I need help with is: (visible only to logged in users)
